Tsuguro Ito studied at an art school in Osaka and moved to Ashiya in 1928, where he established his studio. After studying and exhibiting his work in several art group exhibitions, he joined the Shin Seisaku Hakkai (now the Shinseisaku Kyokai) in 1941 and established it as his base for showing his work. In 1948, he participated in the establishment of the Ashiya City Art Association. As a central figure in the association, he served as a judge for the Ashiya City Exhibition and the Children's Art Exhibition. Thus, Ito was at the center of Ashiya's art scene from the Showa period to the Heisei period.

Ito's paintings were based on motifs that fascinated him, such as scenes from daily life, people, animals, travel scenes, and people from foreign lands, and he painted them with great affection. His friend Ryohei Koiso described Ito's way of capturing motifs as "what is in front of his eyes passes through his mind and suddenly appears transformed into his form" ("Tsuguro Ito," Naniwakai Series Booklet, Umeda Gallery, 1964). His paintings have a richly textured surface due to his unique method of handling paint. Ito's search for the simplest form of painting - "see things and paint with paint" - produced paintings that only he could create.

In 1991, the year the museum opened, a retrospective exhibition of Tsuguro Ito was held. Now, for the first time in 32 years and for the first time since his death, a large-scale exhibition of Tsuguro Ito's work will be held. Along with approximately 60 of Ito's works, the exhibition will feature works by approximately 20 artists with whom Ito interacted during his career as a painter, giving visitors a glimpse of the Western-style painting world of the time. The exhibition will also attempt to reexamine Ito's painting career from the viewpoints of "motifs" and "techniques" to understand the essence of his one-of-a-kind paintings.
