The population of Otsuki Town has decreased by half over the past 50 years. It is a typical depopulated town where about half of the population is elderly. This year, COSA opened in Otsuki Town, renovating an abandoned school building. COSA is a long-term residence complex that can be used by artists and researchers.

Last year, "Otsuki Contemporary Art 2022: Music Box and Malala's Pencil" was held as a pre-opening project. This year, "Otsuki Contemporary Art 2023: Launching and Expand the Future" will be held at COSA on an even larger scale, inviting six artists active in the Kansai region, including a Czech artist who creates works using a 3D printer and faculty and students from Kyoto City University of Arts.

During the exhibition, participants will have the opportunity to interact with the artists while attending a 3D printer workshop see the works in progress, and explore the possibilities of connecting everyday life and art to launch and expand the future of Otsuki Town. On the last day, a concert by Midori Ichikawa, a marimba (xylophone) player from Kanto, will be held. She will also perform the school song of the former Kosaitsuno Elementary School (now COSA).
