The cities of Tsuyama, Okayama, and Tsuwano, Shimane, with a shared historical background that produced outstanding scholars in Dutch studies and Western learning, actively promote their common identity as the "Cities of Dutch Studies and Western Learning." In November 2021, they entered into the "Dutch Studies and Western Learning Mitsudome Alliance" to commemorate this collaboration.

In celebration of this alliance, the Tsuyama Western Learning Museum, in collaboration with the Tsuwano Town Local Museum, is organizing the special exhibition "Civilization and Enlightenment: Intellectuals in Tsuyama, Tsuwano, and Nakatsu." The Mitsudome Alliance seeks to highlight the shared history of these cities, and the exhibition focuses on the role played by intellectuals in Tsuyama, Tsuwano, and Nakatsu during the period of civilization and enlightenment, with a particular emphasis on the Meirokusha, the first academic society in Japan, founded at the urging of Arinori Mori. Prominent figures from Tsuyama include Akisuke Minagawa and Sanzo Tsuda, from Tsuwano, Amane Nishi, and from Nakatsu, Yukichi Fukuzawa.

This year marks the 150th anniversary of the establishment of the Meirokusha, and the exhibition aims to showcase the roles played by these individuals in the era of civilization and enlightenment through materials related to the Meirokusha and its members.
